subscribe to BellVu Express in the USA

I have been thinking of trying to find a way to subscribe to BellVu Express
Canadian Satallite, however I live in the USA. My zip code is 28214.

Are there any type of services for BellVu Express Satallite services in the USA?
And how do I obtain the proper equipment? I want a legal satallite service that
I can count on without getting into trouble legally. Can somebody help?
